Org. Setting and Reporting
This position is located in the Department of Economic and Social Affairs (DESA), the Division for Sustainable Development, in the Small Island States (SIDS), Oceans and Climate Branch. The Division for Sustainable Development, under the Department of Economic and Social Affairs, provides leadership in promoting and coordinating implementation of the sustainable development agenda of the United Nations and serves as secretariat to the High-level Political Forum on Sustainable Development which was established following the Rio+20 Conference and GA resolutions 66/288 and 67/290. The Chief of the SIDS Unit reports to the Director through the Chief of the SIDS, Oceans and Climate Branch.
Responsibilities
Within delegated authority, the Chief of the Small Island Developing States Unit will be responsible for the following:

•Manages, supervises and leads the development of the work programme of the SIDS Unit, including monitoring and assessment of the implementation of the Barbados Programme of Action for the Sustainable Development of SIDS (BPOA), the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (MSI) and the SAMOA Pathway as well as the 2030 Agenda for Sustainable Development; Co-ordinates the work carried out by the Unit/Section; provides programmatic and substantive reviews of drafts prepared by others ensures that substantive work programmes and programmed activities are carried out in a timely manner, coordinates diverse projects in the SIDS Unit; Liaises with other organizations of the United Nations System, donors and agencies; Coordinates the work of the Inter-Agency Consultative Group (IACG), and other inter-agency groups working on sustainable development issues and SIDS.
•Provides substantive support to the intergovernmental processes on issues of relevance to Small Island Developing States, including the High-Level Political Forum on Sustainable Development, the Economic and Social Council, the General Assembly and other policy-making organs through strategic advice, technical guidance and assisting in building consensus.
•Conducts background research and policy analysis on SIDS Issues for preparation of reports, including background papers, analysis, substantial sections of reports and studies, and inputs to publications on sustainable development issues; Contributes to the reporting to intergovernmental bodies on budget/programme performance, particularly those presented in biannual and/or annual reports. 
•Ensures that the outputs produced by the SIDS Unit maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the SIDS Unit under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. 
•Prepares inputs for the work programme of the Branch/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery, including enhancing interlinkages between SIDS issues and oceans, climate change and transport matters.
•Carries out programmatic/administrative tasks necessary for the functioning of the SIDS Unit, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
•Provides recommendations for the recruitment of staff for the SIDS Unit taking due account geographical and gender balance and other institutional values.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the SIDS Unit and across organizational boundaries.
•Represents the Branch and Division and makes presentations on SIDS and sustainable development issues at various fora of intergovernmental, inter-agency, multistakeholder or other nature.
•Participates in international, regional or national meetings addressing SIDS issues, or holds substantive discussions on SIDS issues and organizational discussions with representatives of other institutions.

Education
Advanced university degree (Master’s degree or equivalent degree) in sustainable development, economics, public policy, social sciences, business or public administration, finance, accounting, law, or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in policy-oriented work in a broad range of sustainable development issues, administration, budget, finance, human resources management, or related area is required.  Experience in servicing intergovernmental bodies is desirable.  Experience in drafting reports for intergovernmental bodies is desirable.  Experience with the United Nations or other comparable organization working in the area of sustainable development, especially on Small Island Developing States is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
